Suggestion:
Systems behavious will depend on user levels as follows:
1. If user level is 0 then stock help report will show all site wise data in the report .
2. If user level is 1 then user can check the stock help report site wise .
3. If user level is 2 then user has rights specific site wise in that case user can check the stock help report of specific data of site for which user has rights
