Suggestion:
If user wants to change the rate of Sales return, he can change using the Minimum Rate History screen provided in front end. user can seach the record item code wise and edit the effective cost for that particular item.
For Minimum Rate History screen goto SCM->SCM Setting ->Pricing and
Credit Policy-> Minimum Rate History.
