Suggestions:
System have the provision to closed the period definations for that particular site in Period Status. Period status exists in System -> System Setup -> Masters -> Period status.
Users will have to go to period status screen. Search in period status for the particular site code, and set all the modules as ‘No’ for the current, all future and past periods.
This will not allow the any user to do any transaction for that particular site any time.
